Constance “Connie” Isabel Roach Waggy, 92, of Franklin, WV passed away at Pendleton Manor on September 3, 2023. She
was born on March 4, 1931 in Charlotte, NC and grew up in Richmond, VA. Connie was the oldest daughter of the late Leo A.
Roach and Willie Paris Roach.
Connie married Warren Reid Waggy on June 7, 1952 who preceded her in death. She is survived by: her son, Michael Waggy
(Marilynn): daughters, Susan Gilkeson (Donald), Rebecca Miller, and Mary Bowers (Gregory); eight grandchildren; two step-
grandchildren; seven great-grandchildren; two step great-grandchildren; sister in law Jane C. Roach; cousin Judy R. Jackson; and
nieces and nephews.
Connie graduated from Madison College (JMU) in 1952 with a BAin Education and in 1968 she received an MAin Education
from Madison. While she was at Madison she was a loyal member of the Sigma, Sigma, Sigma sorority. Her teaching career
included teaching third grade, 6th-8th grade LanguageArts and Reading Specialist. She also served as Interim Principal for two
years. Connie retired in 1992 after a 30-year career.
Connie was a member of Franklin United Methodist Church where she sang in the choir and was a member of the United
Methodist Women. She was also active in the Pendleton County Nursing HomeAuxiliary and served as President for many years.
Other community organizations included participating in Relay for Life, serving as President on the Friends of the Library Board,
organizing the first Art Show and Book Sale for Treasure Mountain Festival, and being part of the Smith Creek Playhouse.
In addition to her husband and parents, Connie was predeceased by her sister Ellen R. Price, brothers, Jon A. Roach and Leo A.
Roach, Jr.; brother in law, Herbert K. Price; and sister in law, Virginia P Roach.
Family will receive friends on Thursday, September 7, 2023 from 6 to 8 PM, at Basagic Funeral Home in Franklin. Pastor
Michael Loudermilk will conduct a funeral service at Franklin United Methodist Church on Friday, September 8, 2023 at 11:00
AM. Burial will follow at Cedar Hill Cemetery. In lieu of flowers, memorial contributions may be made to Franklin United
Methodist Church, PO Box 67, Franklin, WV 26807 or Pendleton Manor, PO Box 700, Franklin, WV 26807 or to a charity of
